Punjab Assembly Harassment Complaint Amid Stalled Talks

A female MPA from the ruling party in Punjab Assembly, Raheela Khadim Hussain, has filed a harassment complaint against four opposition legislators, alleging the use of offensive language and inappropriate gestures towards women in the House. This historic complaint marks the first time a female MPA has taken such action in the assembly's history.

The complaint comes at a time when the Punjab Assembly is dealing with the uncertainty surrounding 26 suspended PTI MPAs. Talks between the treasury and opposition lawmakers have stalled due to disagreements over what constitutes a rightful protest and what is considered a ruckus. The treasury has linked the restoration of the suspended MPAs to the Speaker's final ruling, while the opposition has vowed not to attend assembly sessions until the suspended lawmakers are reinstated.

Despite progress in negotiations on July 18, 2025, with agreements on parliamentary conduct and activation of key house committees, a deadlock persists over the reinstatement of the suspended PTI lawmakers and withdrawal of fines imposed on them. Finance Minister Mujtaba Shujaur Rehman stated that the third round of negotiations was productive, with consensus reached on certain issues, including no use of abusive language, sloganeering, or disruptions during assembly proceedings.

Opposition leader Ahmad Khan Bhachar emphasized that the opposition will not enter the house without their suspended colleagues and warned that if the government wants the opposition to come into the house, they can reinstate the suspended members. The Punjab Assembly Speaker participated in the negotiating committee meeting via an audio link, congratulating members on successful talks and reiterating the agreement on not using indecent language.

The situation in the Punjab Assembly remains uncertain, with the fate of the suspended MPAs hanging in the balance. As the negotiations continue, it remains to be seen how the treasury and opposition will resolve their differences and find a way forward for the assembly to function smoothly.
