The Punjab Provincial Disaster Management Authority (PDMA) has requested the government to issue rules and guidelines for the proper installation of solar panels, following a severe hailstorm that caused multiple casualties and damage to solar panels and billboards in the region. The PDMA attributed 70% of human losses to poorly installed solar panels that collapsed due to the windstorm.
The authority has urged the use of certified materials and mounting equipment, following recognized engineering standards, and has requested a survey of dangerous solar structures. This move comes after Pakistan became the world's largest importer of solar panels in 2024, with 17 GW of solar panels imported to meet growing consumer demand, amid high electricity prices. The PDMA has issued a formal letter to relevant authorities, emphasizing the need for certified and standard-compliant installations.
However, the Pakistan Solar Association (PSA) has denied that damaged solar structures were the primary cause of fatalities in the recent severe thunderstorm and heavy rains in Punjab. The association objects to a statement by a PDMA Punjab official suggesting that "structural collapses caused by solar panels" were linked to most fatalities. According to the PDMA's own report, the majority of deaths and injuries occurred due to wall collapse, roof and shed collapse, and falling trees.
The initiative by the PDMA aims to protect lives and property while promoting safe renewable energy practices. The PSA has urged the public and rooftop solar system owners to follow approved engineering guidelines and safety standards for solar installations, ensuring a safe and secure transition to renewable energy sources.
